Wang (Eastman) Imaging will view faxes on NT 4 or Win 9x, although I
think it has problems with G3 2D format, so you may have to force 
1D format.

There is no pre-digested To information - that requires OCRing the 
bit map; I've not yet heard of any good freeware OCR packages.

faxinfo can be used to access what is available.
