You will need to change the source code, after finding a modem that
will answer but not try and negotiate fax mode, but can be then forced
to negotiate fax mode without dropping the line.  This probably means
using a voice mode and initially accepting the call in voice mode.

The only support for automatic routing is based on source information
transmitted as CLI and/or (can't remember which) calling line ID or
fax transmitting station ID.
