Q: Failure to train at 2400 bps or +FMINSP value

I've included a snippet of a log entry like ones that I get on occasion.
Was wondering if someone could shed some light on exactly what this means,
and any suggestions on how to fix it.
Using HylaFAX 4.0pl1 on a SunOS 4.1.4 system, driving a ZyXEL 1496E modem
with 6.19 firmware revision. Don't know the make or model of the remote
machine.
Is this a sign of a bad phone connection, or something more insidious? This
is a pretty rare occurence, and otherwise everything works quite well.
