I've had problems (last observed on 4.0b20, we haven't had pl2 in long
enough, and don't get a lot of pages) with protocol violations from the
Vodafone SMS gateway.  I think pagesend assumes any protocol violation
indicates that it has a non-SMS number.  I suspect a code change is
needed.
