flexfax: Offline fax modems (was: not using faxgetty)

I think the normal benefit is for people who receive two or three faxes
whilst they are out, but don't want to pay for the electricity bills
to cover that time or are using a laptop.  It may also benefit people
who switch operating systems or are running an unstable version of windows.
