It has been a while since I have set one of these up so I don't
know where you run into trouble with a fast pentium, but there
will be some number of ports at which you need an intelligent
processor on the ports card instead of getting an interrupt per
character (Digiboard and others make both kinds).

This may be a flow control issue.  You need hardware flow control
working for data and some modems require software flow control for
fax.  I had good luck with the MultiTech ZDX2834's running with
hardware flow control for both.  (I think the 56K versions have
dropped the class 2 fax mode though).
