I use viewfax-2.4 with Netscape Communicator 4.06, in Preferences->
Applications, I have the following settings for TIFF:

Description: TIFF Image
MIME Type: image/tiff
Suffixes: tiff, tif
Application: viewfax %s

Hope this helps.
