flexfax: tkhylafax working; here was the problem

of all the silly things i could have done . . . . . 

i had the default cover page directory pointing to /var/spool/fax/etc/
and that was the problem. making it into something else saved the day.
no, i didn't figure this out myself, more's the pity.
