We can't tell as you haven't given enough detail.  Please turn up
the tracing level to that seen in most other postings and tell us
what version of HylaFax and what operating system (Linux distributions
are more significant than kernel versions, as the libraries and
directory structures cause more problems than the kernel).

In the meantime, phase B is when the two systems are talking at 300bps
to determine their capabilities and Rockwell chips tend to be used in
badge engineered modems and are customisable for the modem manufacturer,
so we don't even know whether this one is class 1 or class 2.
