Hi Bruce,
I am not sure if this helps but i recently set up a netcom modem for a data
connection and it seems to have real trouble with the dial tone in Australia.

I was getting the ATDT echo'ed straight back instead of a connect.  To fix
this i added an X3 to the modems init string which disabled dial tone
detection and it has worked reliably ever since.
