Adding a "9" to outgoing calls should be done in the "dialrules", rather
than in the config.xxx file. This permits sending faxes internally to
4 or 5-digit extensions without having to dial the full number
and tie up outside lines.

Take a look at the FAQ's on outside lines, and consider adding 

	^[0-9]{7,}$		= 9,&		! add 9 for outside calls

to the dialrules file, just before the final "]".
